Alan: There is no good reason why the Delaware police encounter with Jeremy McDole escalated to an extrajudicial execution.
The episode is grounded in America's reverence for "good guy gunslinging" and the correlative belief that cops should use lethal force to subdue people who don't respect vested authority.
This entire matrix of assumptions is wrong.
As long as we play the ever-escalating game of "cops and robbers" the state will perpetrate needless carnage, much of it an escape valve for institutional anger against people of color.

Delaware governor calls police shooting of man in wheelchair 'deeply troubling'

The governor of Delaware has described cellphone video footage of a man in a wheelchair being shot dead by police as “deeply troubling” as campaigners called for a special prosecutor to consider the case.

Governor Jack Markell made the remarks on Friday after meeting the family of Jeremy McDole, a 28-year-old black man whose fatal shooting by Wilmington police officers on Wednesday was filmed in graphic detail by a bystander.

“The cellphone video footage of the officer-involved shooting in Wilmington on Wednesday shows Jeremy McDole being shot to death – it is deeply troubling to watch,” Markell said in a statement to the Guardian.

Anger about McDole’s death grew among relatives and activists on Friday after police announced they had found a handgun at his side following the shooting. Officers were responding to a 911 call reporting that McDole had shot himself. The video footage showed McDole shuffling in his chair and moving his hands while officers ordered him several times to put his hands up.

The shooting is being investigated by officials from the Delaware Department of Justice’s Office of Civil Rights and Public Trust in addition to a separate Wilmington Police Department inquiry. But the National Association for the Advancement of Colored People (NAACP) said a special prosecutor was needed to ensure an impartial investigation.

“There’s been so many shootings, and every time it comes out it was a justified shooting. We cannot continue having all our folks being shot and nobody held accountable,” Richard Smith, the head of the NAACP’s Delaware chapter, told the AP. “Every time there was a shooting, it came back justified shooting. Everything can’t be justified.”

Police on Friday declined to identify the police officers involved. They said three of the officers were white and one was Hispanic. All four were placed on administrative leave.

Relatives on Friday insisted to reporters that McDole, who was paralysed from the waist down after being shot in back 10 years ago, was not carrying a gun. But police said a .38-calibre pistol was discovered after the officers’ shots were fired.

Markell said in his statement that he met McDole’s relatives “to offer my sincere condolences for their loss” and that he attended a vigil for the 28-year-old.

“The vigil was peaceful and sombre, arranged by a community in mourning,” said Markell. “I am grateful the attorney general’s office has taken swift action to review the details of the case and await the results of its investigation.”

Paralyzed from the waist down, wheelchair-bound, and a full-time resident of a local nursing home, Jeremy McDole could hardly be seen as a dire threat to many people. But for Delaware police, shooting him was their only choice.

I call bullshit.

Wilmington police claim that Jeremy McDole was armed with a handgun when they shot him repeatedly on September 23. After watching the video (seen below) over and over and over again, I don't see a gun.

I don't see a man who was threatening police—verbally or otherwise.

I certainly don't see a man who needed to be shot and killed.

I see a man who appears to be in duress and in need of medical attention.

Jeremy McDole was as stationary and immobile as a man could be and would appear to be the perfect candidate—if deemed a threat—for some type of non-lethal force. But police seemed prepared to blow him to bits from the moment they saw him.

At 0:07 in the video, it's clear that police spot Jeremy for the very first time.

Two seconds later a gunshot goes off and voices in the video state that police shot Jeremy.

Less than a minute later, he's surrounded by police, shot repeatedly, and is clearly dead.

It's awful. Jeremy's mother, having seen the video, also disputes the police account. Watch the video below and judge for yourself.

“He wasn’t bothering anybody. He didn’t have a weapon or anything,” said Phyllis McDole. “He stood up and pulled his pants up and sat back down and put his hands on his lap and they opened fire on him.”

“They shot my son so much he fell out of the wheelchair,” she said breaking into tears. “He fell out the chair and on the ground. He wasn’t armed. He didn’t have a gun. He died by himself. He died alone.”

Nothing seems right about this one.

Alan: Blacks are arrested - and prosecuted - at least twice as often as whites for the "contraband" crimes that most often put Americans behind bars. 

If white people were incarcerated as often as blacks for the crimes both commit with the same regularity, and if blacks were incarcerated for the crimes they commit as often as whites are for those same crimes, the "black prison time" figure of 32% (above) would be cut in half and the "white prison time" figure of 6% would double.

The situation is further complicated because it is much harder for released blacks to find work than it is for released whites, making persistent black unemployment a source of recidivism.
